If we send corrupt data, we should get 400 error but currently, we get 500 error. For example if we send "home" topicId, we get 500 error.
If we publish or close a publish request, the title and description will be changed to null.

Validation needs to be based on the topic collection and not DraftTopicTree
We have 2 options

If the input for any field is null, we don't update it (we have this pattern in some other APIs)
Separate status change API. PUT /api/Topic/PublishRequest/{PublishRequest ID}/status
